Urdunama: “Foreign Hand”

The Filter Coffee is happy to announce a new regular segment, Urdunama, dedicated to coverage of news and analysis from Pakistan’s Urdu media.  As reports ( 2.86 MB) on Pakistan’s media landscape will tell you, Pakistan’s vernacular press dominates English and local language publications and comprises almost 70% of total newspaper distribution.

Yet, while the Internet has provided us the opportunity to read and absorb opinions from Pakistan’s English newspapers, their tone, message and impact on audiences (and indeed on political action) differs greatly from that of the vernacular media.  An eye on Pakistan’s Urdu media therefore helps us see what the awam sees and assists us in understanding what informs popular opinion in Pakistan. This is critical, in the opinion of this blogger, in helping India better understand its western neighbor.

As always, comments and suggestions on what readers like about the segment, or would like to see improved are appreciated.

The fires may have died down in India, but as far as Pakistan’s vernacular media is concerned, all Sharm el-Sheikh did was to provide fuel to an incantation summoned by Pakistan’s most imaginative minds.

There is pressure on the Pakistani Army to see Operation Rah-e-Nijat through and to turn a blind eye to US Predator assaults in North Waziristan and elsewhere.  A section of Pakistan’s media and intelligentsia wants to know why three Infantry Divisions were moved away from the Indian border and redeployed to assist with NWFP operations.

All these questions cannot be explained without pointing fingers at the Pakistani Army, which is riding a wave of goodwill not seen since the years immediately after the 1999 coup d’état.  The simplest solution therefore is to attack the hapless civilian administration, particularly Asif Ali Zardari and those close to him, including Rehman Malik and Shah Mehmood Qureshi.

Rafiq Dogar’s op-edJhoota kaun hai?”, is a rhetorical masterpiece on the subject of India’s involvement in Balochistan.  Dogar’s issue in the op-ed isn’t focused so much on the factual accuracy of India’s involvement in Balochistan (this is taken for granted), but on why the “proof” of India’s interference wasn’t presented to Hillary Clinton and the people of Pakistan.

Who does one trust? On 13th October, the spokesperson of the Foreign Ministry informed the media that proof of India’s involvement in Balochistan would be presented to the people at the appropriate time. Prior to Hillary Clinton’s visit, the Interior Minister had informed Hamid Karzai that India was interfering in Balochistan, via Afghanistan.

The same day, the president of the Balochistan People’s Party, Mir Lashkari Raisani, informed the media that Education Minister, Shafeeq Ahmed Khan had been murdered because he tried to raise awareness of India’s meddling in Balochistan.   India’s meddling in Balochistan was also corroborated by IG, FC, Maj Gen Salim Nawaz.

Prior to Hillary Clinton’s visit, Interior Minister informed the media that a “foreign hand” existed in supporting the Pakistani Taliban against the army, and had asked the US to ensure that this interference is stopped.  Surprisingly, after Hillary’s visit, the spokesperson of the Interior Ministry announced that no such evidence was presented to the US.

If this was indeed the case, why didn’t the Foreign Ministry — whose spokesperson earlier stated as having proof of external interference in Balochistan — provide the evidence to the US? Ayatollah Durrani is also one of Asif Ali Zardari’s ministers who on 18th October stated that the US wanted Balochistan to secede and that Pakistan’s agencies must work to ensure that this doesn’t happen.

But Pakistan’s agencies operate under the same Interior Minister who announced prior to Hillary’s visit that the proof had been handed over to the Americans.  Who does one believe?

We cannot accept the notion that those suggesting India’s involvement in Balochistan are lying. It is the word of the Prophet Mohammed (SAW) that a Muslim can neither lie nor present false witness.  Our Foreign Minister is a descendant of Muslim makhdooms — are we to now believe that his ministry’s spokesperson was lying?

Even if we are to assume that the spokesperson of the Interior Ministry and the Interior Minister himself were speaking the truth, then why wasn’t (India’s interference) brought up with Hillary Clinton? Were they that scared of her and Richard Halbrooke?

The Interior Minister, Foreign Minister, Zardari and Gilani didn’t have the courage to present the facts to Hillary; but do they have the will to present the facts to the people?

Wither Pakistan?

Fatalistic articles about the future of Pakistan are nothing new. This is a subject that Indian, American and indeed, even Pakistani writers have opined on. Conflict with India in Kashmir, sectarian violence in Sindh, secessionist movements in Balochistan, a war in Swat, and the talibanization of FATA, do not help in dispelling the prophecies of dismemberment that the US’s National Intelligence Council (NIC) highlights in its paper Global Trends 2025: A Word Transformed (PDF). Ahmad Faruqui’s article on Outlook builds on that report and asks, given the current state of affairs, if it is possible to envision a rosy future for the State.

Alas, the advice to focus on the future was not taken as the nation soon plunged into reliving the battles of the past. The storm over Mumbai will eventually pass but what about the gathering storm in Swat and the full force gale that is blowing through Fata? The tussle between the ISI, the army and the civilian government continues. A new tussle appears to have emerged between the civilian president and prime minister, both of the PPP. There are few signs that the judges will be restored or that the nefarious constitutional amendments dating back to the Zia era will be annulled.

I’ve pointed to the gradual talibanization of Pakistan in previous posts because this is a matter that should be of significant concern to India. As the writ of the state of Pakistan diminishes in the western provinces, the tussle will be between the US military and the Pashtuns. While India’s relations with the United States have improved since they hit nadir in December 1971, any future presence of US forces within the territory of present day Pakistan will be viewed by India with some discomfort. Increasingly, as we move from a unipolar to a multipolar world (with India being one of the poles), India will consider the Subcontinent to be part of its sphere of influence. The presence of foreign forces within this realm of influence will bother India. India’s growing economic and political clout notwithstanding, our leaders would also do well to learn from the collapsing political engine in the Pakistani federation. With regard to Pakistan, Faruqui proposes:

To avoid a meltdown, first and foremost, a change in political culture needs to occur. Extremism has to be taken out and replaced with tolerance. The government cannot do this by fiat. The clergy, the academics, the literati and the media — they have to bring this about, from the grassroots up.

Secondly, law and order has to be restored on the streets. It is not possible to envision a rosy future if kidnappings, robberies, murders and beheadings dominate the headlines.

Vigilante justice and moral police mobs inflict chaos, increasingly with impunity in the streets of Indian cities. States’ inability to enforce law and order and the mob’s ability to unleash its own version of moral code will have very dire consequences for the Indian State. Instead of dealing with this scourge, India’s netas are quick to utter that timeless Indian phrase — “politically motivated” — to weasel their way out of taking concrete action. Pakistan’s quagmire should be a lesson to India and our leaders would do well to learn from Pakistan’s mistakes.

12 Easy Steps to Destroy India: A Handguide

Well really, there’s just 1 easy step to destroy India: have the UPA government hire R Vaidyanathan as chief strategist in the fight against terrorism. He will swiftly ensure that the anarchy in Afghanistan and NW Pakistan will spread like cancer to eastern Pakistan, and then eventually to all of India as well. Vaidyanathan wrote 8 things India Inc, govt must do against Pakistan“, a masterfully crafted economic and strategic treatise, and followed that up with “12 steps to shock-and-awe Pakistan’s economy” the very next day, apparently in response to overwhelming feedback to the first article. Nothing will ensure India’s discombobulation faster than the implementation of some of his plans.
Vaidyanathan’s proposed assaults on Pakistan’s economy include the following gems:

Identify the major export items of Pakistan (like Basmati rice, carpets, etc) and provide zero export tax or even subsidise them for export from India. Hurt Pakistan on the export front.

Create assets to print/distribute their currency widely inside their country. To some extent, Telgi types can be used to outsource this activity. Or just drop their notes in remote areas.

I fail to see how this is going to make matters better. In fact, there is a very distinct possibility that things could get much worse. It is a fact that terrorist organizations like LeT and Al Qaeda prey on frustrated, impoverished, disenfranchised youth for recruitment. By his own admission, Ajmal Amir, the lone surviving terrorist from the Mumbai attacks, was a laborer and a petty thief before being recruited by the Lashkar. There is a history of young men living under conditions of unemployment, poverty and helplessness turning to terrorism. It’s no surprise that most of the 9/11 hijackers came from Saudi Arabia (one of the world’s fastest growing unemployment rates, at 12%) and Yemen (unemployment rate of 35%). I bring this up because India’s economic muscle is very real, and can inflict substantial damage on Pakistan’s economy. Nothing will please the Lashkar more, since hordes of Ajmal Amirs will be lining up outside their recruitment offices in Muridke, in much the same way that Indians line up to work for Infosys or Wipro.

But wait, it gets better. Vaidyanathan continues…

We should realise that a united Pakistan is a grave threat to the existence of India. Hence, we should do everything possible to break up Pakistan into several units. This is required to be done not only for our interest, but for world peace.

Not only for our interest, but for world peace? How very benignant of him. Pakistan as a federation is already teetering on the brink of collapse. There is already a struggle going on in Baluchistan. In Swat, Pakistani forces are fighting the Taliban against the imposition of a parallel Sharia law. South Waziristan has unilaterally declared independence, which the government in Islamabad has tacitly accepted. The “real” Pakistan now exists only in Sindh and Punjab, and even in Sindh there are several secessionist movements.

If Pakistan as a federation falls, the whole area from Helmand province in Afghanistan to Wagah will be in a state of anarchy. This is a humanitarian disaster waiting to happen, and India will be ill equipped to handle the influx of refugees from this region. Worse, once in India and bereft of any viable employment opportunities, many of these refugees may turn to theft and militancy. One only has to look at the Afghan refugee crisis in Pakistan to get a sense of what to expect, if it were to occur in India. Secondly, and more importantly, Pakistan is a nuclear weapons state. The threat of rouge Army officers, and/or ISI agents in cahoots with their Al Qaeda, LeT and JeM buddies launching attacks on India with those weapons is very real. To ward off such a possibility, Indian troops, along with US and NATO forces will be forced to enter into mainland Pakistan in search of the weapons, where our troops will get summarily slaughtered in close combat situations à la the US in Iraq. It takes only five minutes for a nuke from Pakistan to hit India. How soon can India’s forces track down and decommission Pakistan’s warheads?

India has already shown, post-Kargil, that it does not have the appetite to go after Pakistan unilaterally.  Indeed, off-late, India’s strategy vis-a-vis Pakistan appears to be to make the United States do its bidding in Pakistan — a bungling miscalculation, since the US itself is tied down by its own compulsions in the Afghan-Pakistan border.  India has not articulated a credible strategy towards Pakistan.  Relying on the US somewhat to use its influence on Pakistan is fine, as long as it is only part of a coherent, multidimensional strategy that India, as a soverign, independent nation adapts, taking into consideration its own national interests.  Flexing India’s economic muscle is also fine, as a means to an end — the end being the ultimate termination of anti-India militant forces in Paksitan, and not the capitulation of the state of Pakistan itself, as proposed by Vaidyanathan.

India must make it clear to Pakistan that it has multiple non-military arsenal in its inventory that it can use to bleed Pakistan, in the same way that Pakistan, implicitly or explicitly, aims to hurt India.  For example, India should make it clear that it is willing to violate the Indus Water Treaty, and severely or completely choke the westward flow of the Chenab, dealing a blow to Pakistan’s agricultural output for domestic consumption and external trade.  Similarly, India should be able to affect a de facto deep water import blockade of the port of Karachi, ostensibly with an intent to ward off pirate activity from the Horn of Africa. A substantial volume of import trade with Pakistan, will then need to originate from or be routed to the Arabian Penninsula, from smaller ports in Muscat or Sharjah; smaller trade volumes means increased per-unit costs of imports.

If in the future, India is to be the global force that many are predicting it to be, then Pakistan’s stability will be vital to the fulfillment of that prophecy. An unstable Pakistan will mean an unstable India. Rather than seeking to destroy and disintegrate Pakistan, India must work to ensure that its voice is heard in Pakistan.  India’s sphere of infleuence must effectively include, not exclude Pakistan.  Any carrot-and-stick policy that India adopts with regards to Pakistan must show our neighbor that its interest lie in working with, rather than against India.  The benefits in working with India must be conspicious and very apparent, as must the consequences of attempts to destablize India.  To this end, where necessary, India should be willing and able to unilaterally use non-military tools at its disposal to punish Pakistan.  However, a constant, ineffectual, quasi-military, adversarial posturing with Pakistan, such as the one currently in favor in New Delhi, will leave India muddled in the internal quagmires of South Asia, and unable to break free from its shackles to project power and influence beyond this impoverished and chaotic region.
